摘要 针对电力系统需应对不同的突发事件,为更灵活地分配权责,协调各电力部门的应急活动,提出了一种权重评估的方法。简述了电力企业的应急组织体系及各部门在不同应急阶段的应急活动,分析了应急专项小组、脆弱性指标和突发事件三者之间的关联,利用层次分析法并结合脆弱性研究和关联度分析,对各应急小组的权重进行评估。对两种事件触发下的评估结果表明,该评估方法基本符合实际情况,可反映各应急专项小组在不同事件中所起作用,很好地解决了应急各部门的定量评价问题。 Power system has to deal with different emergency accidents. This paper gives a way of weight evaluation,which is helpful not only to the distribution of the power and responsibilities, but also to the coordination of the emergen- cy teams. The organization system of power emergency and the roles played by different departments in each stage ofemergency process are cited to analyze the relations among the teams, vulnerability index and incidents. The weight of each department in specific incident is evaluated according to AHP combined with vulnerability research and relevancyanalysis. The evaluation results of two events show that the method is reliable and objective to reflect the functions of the teams, and it solves the problem of quantitative evaluation of power departments in power emergency.
