摘要
随着大湄公河次区域(GMS)电力贸易的不断深化,次区域各国资源禀赋与经济发展不协调、资源得不到有效利用的矛盾逐渐显现,搭建次区域电力贸易中心并设计合理的运行机制、保证次区域内电力贸易的有效进行具有重要的现实意义。借鉴跨区域电力市场相关理论,设计了GMS电力贸易中心的机制框架,并根据次区域各国电力贸易的特点,提出了有助于GMS电力贸易中心运行的交易机制、价格机制、协调机制及风险防范机制,使GMS电力贸易中心能更好地起到优化配置次区域丰富资源的作用。
In the wake of the deepening GMS power trading, due to uneven resources endowment and economic devel-opment, the contradiction of ineffective use of resource emerges gradually. Therefore building up sub-regional power trade center and designing reasonable operation mechanism, ensuring that the power trade in the sub-region is operating effec- tively has an important practical significance. In view of this, this paper draws on the theories of trans-regional electricity market to design operation mechanism framework for the GMS power trade center and puts forward the trading mecha- nism, the pricing mechanism, the coordination mechanism and the risk prevention mechanism of the GMS power trade center to make it running better according to the characteristics of the countries of the subregion eletricity trade. The study hopes the GMS power trade center can better serve to optimize the rich resources of the sub-region.
