应急通信保障能力评估方法研究

Research on The Evaluation Method of Emergency Communication Support

当前，应急通信保障能力缺乏科学有效的评估。针对此问题，建立了基于层次分析法的三级指标体系模型。运用该模型对定量指标进行了规范化处理，对定性指标采用模糊评判法进行评判，并结合模型中各指标权重，计算最终评估结果。此方法可为通信指挥员评估应急通信保障能力、组织通信保障提供一定的参考依据。

Considering the lack of scientific and efficient evaluation method for emergency communication support, based on the analytic hierarchy process, an index system model with three levels is estab- lished. According to the model, quantitative index is standardized, and qualitative index is judged by fuzzy appraisement. With the weight of index, the evaluation result is computed finally. This method can offer reference principle for communication commander when they evaluate the capability of emergency communication support and organize the emergency communication.
