We compose regional optimizing model of land utilizing structure in Yueqing city based on regulative principle of land using structure, according to the region development and relative police of the country, applying maths method of linear programming. And then, we probe into some flexibility and non flexibility problems of the market economy growth regions as example as Yueqing city in Chekiang Province.
