保护耕地与我国农业可持续发展

To Protect Cultivated Land and to continue Developing Agriculture in China

我国耕地存在的主要问题是数量减少 ,质量下降 ,其原因可归结为掠夺式经营 ,制度安排不合理 ,生产、经济发展与土地资源协调不力。结果导致粮食总产减少 ,危及农业可持续发展。因此应创造良好的政策环境和保障制度 ,推动农业技术进步 ,提高耕地的产出能力 ,认真贯彻执行新的《基本农田保护条例》 ,从生产技术和生产方式上保证农业的可持续发展。

The main problems that exist in making full use of cultivated land are reduction of quantity,decline in quality.The reasons include unlawful management irrational system arrangement,inefficient concert among production,economic development and land resource.The consequences of these problems are grain output decreasing and continuous development badly influencing. The strategy to solve these problems depends on creating good policy environment,pledging system,promoting progress of agriculture technique,increasing output ability of cultivated land.Ensuring continuous development of agriculture in respect of producing technique and way,and seriously carrying out agriculture in respect of producing technique and way,and seriously carrying out the new 《Basic Farmland Protecting Act》
