摘要 通过对农业气象灾害防灾减灾能力建设滞后原因分析,提出能力构建是追求农业可持续发展的重要手段,农业气象灾害是缺乏防灾减灾能力的结果,并分析了从脆弱性到御灾力的重要性和必要性。最后,提出了农业气象灾害防灾减灾适应性能力构建范式、碳汇农业范式及相关发展建议。 The paper suggests that the capacity- building is an important tool for pursuing sustainable agriculture. And agricultural meteorological disaster is the result of lack of capacities in disaster prevention and mitigation through the analysis on the reason that the capacity - building of agro - meteorological disaster prevention and reduction lags behind. Then it analyzes the importance and necessity of disaster - vulnerability to the imperial forces. At last, it introduces the adaptability of agricultural meteorological disasters, disaster prevention and reduction capacity - building paradigm, and carbon sequestration agriculture development paradigm and some related recommendations.
