摘要
分析美国中西部教师评价政策发现:在政策的价值取向上,教师评价的"管理"功能凸显、对人的"发展"功能尚显不足;在政策内容上,教师评价的"标准和准则"、"评价过程"和"评价结果"是构成教师评价政策内容的主体。基于此,我国当前不仅亟需加强教师评价政策研究,而且在制定和实施教师评价政策时,还需在政策价值取向上要以"促进教师专业发展"为基本价值取向,并以达成"促进学生发展"为最终鹄的;在教师评价政策内容体系构建上,应至少包含评价标准、评价实施过程及评价结果的反馈等内容。
An analysis on teacher evaluation policies in the Midwest of U. S. finds that it' s prominent of the management function on the value orientation of the policy, and the developmental function for the teacher is lacking; The policy analysis also finds that the evaluation standards and criteria, the evaluation processes, and the evaluation results are the main contents of the policies in the Midwest Region of U. S. Based on this, this study proposes that it's very necessary to intense the research of teacher evaluation policies in China; The value orientation of Chinese teacher evaluation policy making and implement should adhere to promote the professional development of teachers and development of students ; The contents of Chinese teacher evaluation policy should contain the evaluation standards and criteria, the evaluation processes, and the feedback of the evaluation results.
