“安全困境”视角下的朝鲜半岛和平机制

Peace Mechanism of Korean Peninsula with the View of Security Dilemma

自1953年朝鲜半岛停战机制建成以后,这一机制曾经长期维持了朝鲜半岛局势的基本稳定。不过,冷战结束后朝鲜半岛停战机制的巨大局限性和严重滞后性逐渐暴露出来,建构新的朝鲜半岛和平机制迫在眉睫。由于朝核问题的出现和一再发作,建构朝鲜半岛和平机制问题与解决朝核问题逐渐融合起来,朝核问题的演化在一定程度上决定着朝鲜半岛和平机制的建构情况。究其原因,正是朝核问题推动朝鲜半岛陷入到"安全困境",并放大了朝鲜半岛诸多结构性矛盾,导致安全困境出现的根源制约着安全机制的建立,致使朝鲜半岛和平机制迟迟不得建立。这涉及到相关各方的利益分歧、朝鲜半岛的"纯然"无政府状态、朝鲜半岛南北双方的权力及安全理念差异等。如果建构朝鲜半岛和平机制,东北亚各国必须在解决朝核问题的过程当中,努力缓解安全困境所带来的各种阻力,逐渐明确和促进共同利益、发展双边或多边关系,不断通过经济上的共同发展来带动安全对话和政治合作。

After armistice mechanism of Korean peninsula established in 1953,this mechanism had kept maintaining the stability of Korean peninsula for a long time.However,the limitations and lag of armistice mechanism had gradually exposed after the cold war,a new peace mechanism should be constructed immediately.Due to North Korea nuclear issue appeared and attacked again and again,the construction of peace mechanism has gradually been merged with the solution of North Korea nuclear issue,which means the evolution of nuclear issue determines the construction of peace mechanism.It's because that nuclear issue has put Korean Peninsula into'security dilemma',which amplified many structural contradictions in Peninsula,and why security dilemma exits restricts the construction of security mechanism,so peace mechanism of Korean peninsula hasn't been constructed.Specifically,the reasons include divergence of national interests,'pure' anarchy,difference of power and security concept between two side of Peninsula.To construct peace mechanism of Korean peninsula,every Northeast Asian country should try to remit the resistances resulting from security dilemma in the process of solving North Korea nuclear issue,through clarifying the common interests,developing bilateral and multilateral relationships,and using economic development to promote security dialogue and political cooperation.
