Governance of Regional S&T Innovation System Under the Multi-level Governance Framework——Theory,Practice Comparison and Implications to China

摘要多层级政策结构、制度性分割破碎和多元创新主体利益差异使区域科技创新治理面临着诸多问题和挑战.本研究以多层次治理理论为主要分析框架,在借鉴苏格兰科技创新治理经验的基础上,通过长三角与苏格兰地区的中外实践比较,剖析多层次治理系统的制度安排、运作机制及对区域创新政策的整合与协调作用,为多层次治理模式在中国区域科技创新治理中的应用提供政策启示. Multi-level policy structure, fragmental institutions and different interest of multiple innovation actors have brought regional STI governance new challenges and problems. With multi-level governance theory as the main analyti- cal framework, by using Scottish STI governance experience, it analyzes institutional arrangements, operating mecha- nisms of multi-level governance system and function of policy integration and coordination for regional innovation based on the comparison of Scottish and the Yangtze river delta. Finally, it provides policy implications for the application of multi-level governance mode in the Chinese regional STI system governance.
