On Afghanistan's Political Development in the Post-Taliban Era:Considerations based on Political Culture

政治文化和政治发展之间联系紧密,相互制约。现代性的政治文化有利于政治发展,而守旧落后的政治文化则阻碍政治发展。"九一一事件"发生后,美国以反恐的名义和北约盟军一道出兵阿富汗,暂时打垮了塔利班政权。尽管阿富汗在美国等西方国家的支持下建立了民主政府,但却仍然是一个政治不稳定、经济畸形发展的国家。本文探究政治文化和政治发展之间的互动关系,从政治文化的维度分析阻碍后塔利班时代阿富汗政治发展的原因。

Political culture and political development are inherently interrelat- ed, the former impacting the later and vice versa. Modern political culture is ben- eficial for political development, while conservative and backward political culture impedes political development. Following the September 11,2001 bombing of the World Trade Towers, the United States lead NATO in deploying troops to Afghani- stan in the name of combating terrorism, and temporarily defeated the Taliban re- gime. Even though Afghanistan established a democratic government with the sup- port of the US and other Western states, it remains a politically unstable state with unequal economic development. This paper considers the dynamic relationship be- tween political culture and political development, and from the perspective of po- litical culture analyzes the impediments to political development in Post- Taliban Afghanistan.
