摘要
21世纪以来,印度在日本官方发展援助中的地位日显突出。自2003年后,印度连续8年成为日本对外发展援助最多的国家。综合来看,日本不断加大对印度官方发展援助的动因及目标既有政治经济因素的考虑,更有美日同盟下地缘外交的重要特性。从其对印度官方发展援助的前景来看,客观上日本的援助有利于促进日印关系的快速发展,但崛起信心愈来愈强的印度不可能完全按照日本的意愿来行事,注定日本想通过对印度的官方援助发挥领导性影响的作用很小。同时日本向印度提供官方发展援助的能力与意愿也在降低。
Since the 21st century, Japan has contributed an increasingly impor- tant proportion of India' s official development assistance ( ODA ), and since 2003, Japan has been India' s number one source of ODA in 8 consecutive years. Japan has consistently increased its ODA to India both for political economic rea- sons and more critically as a result of geopolitical pressure stemming from the US -Japan alliance. While this assistance has objectively helped to promote the ra- pid development of Japanese - Indian relations, India' s rising confidence as a power also means that it will not possibly act in simple accordance with Japanese policy preferences. This means that it is highly unlikely that Japan will be able to leverage ODA to assert a leadership role over India. At the same time, Japan' s domestic capacity and will to provide India with ODA has also decreased.
