新型农村社会养老保险制度的农民满意度调查——基于河南省21个试点县(市、区)的问卷调查

The Investigation into the Peasants' Satisfaction with the New Rural Social Pension Insurance System——Based on the Survey of 21 Selected Towns and Cities of Henan Province

新型农村社会养老保险制度在进行全覆盖的同时,也要不断提高农民的政策满意度。农民的政策满意度能够客观反映农民的迫切需求和国家的社会保障水平。通过对河南省21个试点县(市、区)进行调研发现,农民的政策满意度受到多方因素的影响,除了农民个人因素,如年龄、健康状况以及收入状况以外,还主要受到制度因素的影响。如何在今后工作中加大政府的宣传讲解力度,提高政府的补助水平,不断提高农民的养老待遇水平,完善经办管理服务体系,提升政府在农民心目中的形象是提高农民的政策满意度的重要出发点。

While the new rural pension system is gradually expanding coverage, we also need to continuously promote the satisfaction of the peasants. The peasants＇ policy satisfaction can both objectively reflect their urgent deeds and China＇ s whole level of social security. Through the survey of 21 selected cities and towns, we find that the peasants＇satisfaction is affected by many factors such as age, healthy condition, income, and mainly by the system. How to strengthen the government＇s propaganda and explanation, improve the government＇s subsidy level, improve the level of the old - age pension, complete the system of the workers＇ management services, pro- mote the image of the government in peasants＇ heart in the future work are the most important starting points to effectively improve the peasants＂ satisfaction.
