摘要
事业单位绩效工资制度改革是一项涉及到广大群众的利益分配和组织活动多领域改革的综合性改革政策,涉及的人数之广、单位组织数目之多,其改革难度不亚于曾经进行的国有企业改革之难度。本文在广泛调研、深入访谈的基础上,分析了事业单位绩效工资制度改革的潜在障碍因素,提出相应原改进建议。
The progress of policy implementation needs to do policy propaganda, material preparation, organization preparation, policy experiment, comprehensive implementation, coordinating, monitoring and other measures. Reformation of the policy undertaking in Performance Salary works as a sensitive policy of distribution. It is a comprehensive reform policy that includes the interest distribution of the public and the reformation of organization .It includes a number of people and organizations. The difficulty of reformation is almost equal to the stated-own companies. The author has done the investigation and interview and done research about the barrier factors in undertaking performance salary structure. Meanwhile the author put forward some improved suggestions about the problems mentioned above.
