摘要
目前住宅市场质量问题仍然较为常见。住宅工程是关系国计民生的重要工程,为了促进住宅市场的健康运转,维护社会的稳定和谐,必须加强政府的监管职能,完善监管机制。由住宅质量的特性决定了政府在住宅监管中发挥着极其重要的作用。通过质量监管体制的历史回顾以及住宅工程质量监管体系的形成分析,深入研究住宅质量政府监管职能定位,指出目前政府监管应充分发挥法制职能和服务职能,并对监管方式进行了探讨。根据政府的监管职能特色,结合当前住宅质量监管中存在的缺陷,在法规层面、制度层面以及监督实施层面提出了改善的对策和建议。
Currently, quality problems of the residential market are still relatively common. Residential project is important tbr people's livelihood. It aims at promoting the healthy functioning of the residential market, safeguarding social stability and harmony, and strengthening the regulatory functions of the government is necessary. First, the government plays an extremely important role in ensuring the quality of the residential, which is determined by the characteristics of the residential quality. Then by the review of the history of quality control system and the formation of residential construction quality supervision system, the government functions positioning in the quality eontrol system of the residential projects have been analyzed and the legal system functions and service functions are clarified. Based on the functions of the government, and the current defects of quality supervision by government, relevant solutions and recommendations had been made in the legal level, the institutional level, as well as the level of implementation means.
