摘要
根据个体追求自身利益最大化的经济学原理,工程参与方之间很有可能存在寻租行为。国内外学者将寻租理论运用到工程领域,对解释工程违规行为严重、工程质量差、安全事故频发等问题起到很明显的作用,但实际应用上仍存在不足。在对比分析现行常用的三种工程项目管理模式的基础上,将工程项目管理模式进一步归纳为单监管模式和双监管模式两类。从业主代理人的角度出发,对以往寻租理论在工程管理问题上的研究进行批判和再应用,最后为工程项目管理的顺利开展提出若干建议。
Rent-seeking behaviors are likely to exist among construction participants based on the economic principle that the individual pursues maximum self-interests. Some scholars applied the reek-seeking theory to explain some kinds of engineering issues, such as violations, quality or safety accidents, but it is not efficient for the practical application. Three existing project management modes are firstly grouped into single regulatory mode and dual regulatory mode based on detailed comparative analysis. Researches on engineering management issues based on rent-seeking theory are commented and re-applied from the viewpoint of the owner's agent. Finally, some suggestions are given for the smooth conducts of project management.
