Market Economy and Implementation of Same Price in the Same Grid and Power Quality

按市场经济原则对近期和远期电力这种特殊商品的内容、不同电力商品（发电、输电、配电）的质量、价格进行分析，提出电力商品的质量应包括可靠性。电压质量和服务质量；近期我国应按发、输、配、用（售）４个环节界定供需关系和电力商品，电价机制也应与此相适应，由于相关条件不同，“同网同质同价”应视具体情况确定。

The quality and price of electricity as a special commodity using market economy principles are analysed. The quality including reliability, voltage and service for electricity commodity is described in this paper. The mutual relations among the electricity pricing mechanism and electricity supply and demand determined by generation, transmission, distribution and consumption are presented. Implementation of same price in the same grid and power quality should be made according to different cases.
