摘要 随着国民经济的发展,能源安全的重要性日益突出,海上能源运输通道的安全性尤为重要。在对海上能源运输通道复杂性和风险分析的基础上,提出风险因素与机制构建之间的对应关系。从能源的供给、需求与储备三个方面进行海上能源运输通道的安全保障机制功能设计,构建了涵盖外交拓展机制、港航管理机制、港航企业配合机制、海事安全机制和能源管理机制在内的能源运输通道的安全保障机制,并提出适合我国海上能源运输通道有效发展的相关政策建议。 Along with the development of the nation economic, the importance of the energy safety has appeared obvious- ly,especially the maritime transportation corridor of the energy's safety. This essay based on the analysis of the energy transportation through the maritime corridor's complicacy and the risk, to proposed the response relationship of the risk factors and the mechanism construction. From the supply, demand and storage three sides of the energy to design the Se- curity mechanism functions and construct the security mechanism of the maritime transportation corridor of the energy in- cluding diplomacy expanding mechanism, shipping , port management mechanism and the harbor - shipping enterprise coordinating mechanism, the maritime security mechanism and the energy management mechanism, then propose the suit- able suggestions of the development of China's maritime transportation corridor of the energy.
