美国新自由主义霸权的资本化的具体表现已经转变为金融霸权。金融霸权依靠金融资本流动,从时间和空间维度生成两种持续扩张模式。美国次贷危机之所以席卷全球,正是金融霸权主义为应对潜在的危机风险所预先设计的常态转嫁机制产生的总体效应。"量化宽松"作为一种高强度的凯恩斯式反危机政策的长期化,只不过是美国财政部和美联储"合谋"变相地实施财政性货币发行,其实质则是美国垄断资本操纵美元,藉由新自由主义化的流动性秩序框架,通过治理模式助长内部危机在时间和空间维度的转嫁,旨在维系衰落时期的金融霸权主义。

The capitalization of American neoliberalism hegemony has turned into financial hegemony.Depending on the flow of the financial capital,financial hegemony creates two modes of continuing expansion in the dimension of time and space.The fact that American subprime crisis sweeps the world results from the total effects that are just brought about by the normal mechanism to transfer the possible crisis risk.QE is a long term anti-crisis measure that the U.S.Treasury and Federal Reserve System take by issuing currency in disguised form together,the essence of which is that the monopoly capital manipulates US dollar by means of the liquidity order of neoliberalism to transfer the internal crisis in the dimension of time and space.The final purpose of QE is supporting the financial hegemony which is decaying.
