以土地利用为视角的农田生态补偿理论框架构建

Ecological compensation theoretical frame construction of farmland through the perspective of land utilization

以生态补偿为基础,以土地利用为视角,分析农田生态环境质量演化与土地利用行为间的相互联系,找出影响其质量变化的原因和产生根源,初步确定农业生态补偿的概念,明晰其基本内涵。并从补偿原则、补偿主客体、补偿标准及补偿模式等四个方面完善农田生态补偿的结构框架。同时,以土地利用为视角构建农田生态补偿的测算体系,并论证了根据区域经济发展水平与农田生态系统服务价值的关系法测算经济发展对农田生态环境质量的损失、区域农田生态足迹法测算区域环境承载力的测算方法,从而为量化农田生态补偿提供具有可操作性的测算思路。

Based on ecological compensation, the relationships between evolution of farmland eco-environmental quality and land use behavior were analyzed through the perspective of land utilization. Also, driving factors and source of the quality variation were found; the concept of farmland ecological compensation was preliminarily defined and its basic connotation was illustrated as well. The structural framework of farmland ecological compensation was improved from four aspects： principles of compensation, subject and object of compensation, compensation criteria and compensation modes. Meanwhile, the system of farmland ecological compensation was set up through the perspective of land utilization, for one, the loss of farmland eco-environmental quality caused by economic development was measured according to the relationship between level of regional economic development and value of farmland ecosystem services; for another, carrying capacity of regional environment was measured by the method of ecological footprint of regional farmland. This provides the possibility to quantify farmland ecological compensation.
