摘要
高校内部管理体制"去行政化"改革是针对高校行政化问题提出的。首先,厘清行政权力与学术权力的关系是改革的前提。行政权力与学术权力的性质、主体和行使方式不同,二者的关系决定了高校内部管理体制的类型,二者趋于均衡的体制可作为一种理想的模式。其次,建立行政权力与学术权力平衡机制是改革的关键。要在制度规定上界定清晰行政权力与学术权力的职责范围;在机构设置上建立健全完善的基层学术权力组织;在权利监督上充分发挥教代会的民主监督功能。
De-administration in inner management in colleges arises from the problem of administration in colleges.Firstly,the premise is to clarify the relationship between the right of administration and the right of academics.There are differences of property,subject,and ways to execute between administration right and academics right.The relationship between them leads to the style of inner administration in colleges,the ideal mode is the balance between them.Secondly,the establishment of balancing system between them is the key point here.The range of responsibilities of both administration right and academics right should be defined on the basis of system;academics right organization should be perfected;the democratic supervision function should be exerted.
