摘要
小微企业(主)和劳动者都认为当前影响劳动关系最主要的问题是工资收入问题,但双方对这一问题的基本看法却又是对立的。企业(主)认为是"劳动力成本过高",职工认为是"工资太低"。这一针锋相对的不同判断成为体制内建立健全工资集体协商制度的基础性困难。
Both small-micro enterprises (owners) and workers think that the most important issue affecting the current labor relations is the problem of wage. income, but the basic views of both sides about this issue are antagonistic. Enterprises (owners) think labor costs too high and workers consider wages too low. These tit-for-tat judgments become the basis difficulty in establishing and improving the system of collective wage negotiations within system.
