在十八大报告中关于加快完善社会主义市场经济体制和加快转变经济发展方式的内容中,第二条就列为实施创新驱动发展战略,这是一个新提法。十八大报告明确了实施创新驱动发展战略,在这个方针、路线的指引下,选择怎样的路径来完成好这个重大的战略部署,已然成为当前的重大研究课题。根据论述认为在确立创新驱动基本格局下,搭建创新驱动平台,完善创新驱动机制是实施创新驱动发展战略的必由之路。
