老年文化权益及其实现——基于湖北的调查与思考

The Elders' Cultural Rights and Realization——Based on the Investigation and Thinking of Hubei

随着公共文化服务的不断深入,可以有效地实现老年文化权益,最大限度地改善老年群体的"精神空心化"问题。基于湖北的调查,发现因供给模式、制度缺失、文化服务组织的虚化、老年主体地位的忽视、认识观念的落后等原因,致使在老年人群的文化权益保障上还存在诸多的问题。这就需要我们创新运作机制,实行多元化支持模式;减少人为因素的渗透,保证制度的有效供给;积极培育文化服务组织,增强老年文化权益的承载能力;更新社会观念,构建合理的文化建设路径。

The deepening of public cultural services can effectively realize the elders~ cultural rights and interests, thus to maximize the improvement of the problem of old people＇s spirit hollow. Based on the investigation in Hubei, we found that many problems still exist in the elders＇ cultural rights protection because of the lack of supply model and system, the absence of cultural service organizations, the neglect of the main body position of the grammaticalization of the elderly, the backwardness of understanding ideas and other reasons. These require us to innovate the operation mechanism and create plurality of support models; to reduce infiltration of human factors and guarantee effective supply of system; to cultivate cultural service organizations and enhance the bearing capacity of elder＇s cultural rights~ and to update concepts of society and build reasonable ways of cultural construction.
