An Anthropological Analysis of the Contradictions and Conflicts of Disaster Management

摘要灾害管理过程是一个复杂的过程,它充满了各种矛盾和争论,甚至发生冲突,造成社会动乱,影响社会稳定。这些矛盾冲突有的与物资分配有关,有的与援助者言行有关,有的与房屋结设计和建设质量有关,有的与文化和民族关系有关。灾害管理中的矛盾处理方法和政策必须健全而又透明,尊重社区传统和文化规则,以确保救灾的社会公平和稳定,实现可持续发展。 Disaster management is a complicated process that involves contradictions, conflicts and arguments, even leading to some so- cial disorder or turbulence. These contradictions and conflicts are related to the allocation of materials, the donators, house design, construction quality, the relations between culture and ethnicity. The paper suggests that the disaster management concerning the meth- ods and policies for solving these problems in disaster - stricken areas should be comprehensive and efficient while respecting the com- munity cultures and traditions in order to ensure social justice and stability as well as sustainable development.
