Indian Congress Party pursued a policy of non - interference on the Princes from the day it was founded till 1936. But along with the improvement Of the political consciousness of the masses within the States and the development of the Indian domestic political situation after 1937, the Congress began to shift to the public intervention policy in the States, integrating non - violent non - cooperation movements in the States and British India. The Congress Party adopted correct strug- gle tactics against the Princes, such as the public co - operation of the Congress Party and the majority of states against the co - operation of the Princes with the small number of British colonists. Besides, the Congress Party proposed the establishment of a unified federal India against the "States Stan" of the Princes. Faced with the dominant strategy of the Congress and the huge masses' movement, the "Third Stan" in South Asian subcontinent would have no choice but to move toward the abortion.
