山东半岛蓝色经济区海洋环境保护法律问题研究

On Legal Issues of the Protection of the Marine Environment of Shandong Peni nsula Blue Economic Zone

随着山东半岛蓝色经济区经济的快速发展,海洋环境保护问题日益严峻,存在着诸如缺乏配套实施细则、环保部门职权分割严重、法律监管不到位、公众参与机制不健全、司法救济不足等问题。因此,必须进一步完善海洋环境保护立法,强化环保执法部门的沟通与协调,加强海洋环境执法监督,构建公众参与机制,完善环境司法救济。

With the rapid development of Shandong Peninsula Blue Economic Zone＇ s economy, problems of marine environmental protection is becoming more and more serious, such as the existence of the problem of the lack of supporting the implementation of rules, the Environmental Protection Departments authority＇ s serious seg- mentation, legal regulation is not in place, the public participation mechanism is not perfect, and lack of judicial relief. Therefore, we must further improve the marine environment protection legislation, strengthen communication and coordination with the environmental protection law enforcement, strengthen marine environmental law enforce- ment supervision, construct public participation mechanism, and improve the environmental justice relief.
