摘要
无论从国内还是国际来看,我国当前的发展环境都发生了重大变化,进入经济调整期,加快转变发展方式成为一项重要的战略任务。企业转型发展是加快发展方式转变的微观基础和根本保证,没有企业的转型升级,就不可能有经济发展方式的实质性转变。实现企业转型升级,离不开企业和政府的共同努力。从企业方面看,要进一步提高自主创新能力,实现由制造向创造转型;进一步开拓国内外市场,积极参与全球竞争;进一步提高管理水平,用管理创新提高效率,降低成本。从政府方面看,要创造有利于企业形成稳定预期和长期行为的政策环境;打破行业垄断,鼓励竞争,营造更加公开透明和富有激励性的市场环境;调整产业政策,既进一步提升改造传统产业,发展战略性新兴产业,又切实解决产能过剩问题。
In terms of domestic and international situation, the current development environment of China has been changed a lot; we have entered into a period of economic adjustment; and accelerating the transformation of development pattern has become one of the important strategic task. Enterprise transformational development is the micro basis and fundamental guarantee for accelerating the transformation of development pattern. Without the help of enterprise transformation and upgrade, there will not be the substantial transformation of economic development pattern. The realization of enterprise transformation and upgrade will depend on the joint effort of enterprises and government. The enterprises should further improve their capability for independent innovation and transform from manufacturer to innovator; they should further explore the domestic and international market and take part in the global competition; they should further improve the management level and improve efficiency and reduce cost with the help of innovation in management. The government should create the policy environment that will be beneficial to the stable long-term behavior; the government should break industry monopolies, encourage competition and create a more open and incentive market environment the government should adjust the industry policy, upgrade the traditional industries and development the strategic new emerging industries, and solve the problem of excess production capacity.
