Reformation Strategies of Power Restriction and Supervision Mechanism in China

建立健全既相互制约又相互协调的权力结构和运行机制,必须进行改革的顶层设计和总体规划。权力制约与监督机制的改革战略可拟定为:制约与监督并行,健全权力结构和运行机制;一元与多体协调,强化人大作用;内部与外部衔接,完善权力制约与监督网络;刚性与柔性结合,规范权力制约与监督手段;纵向与横向并重,兼顾一统整合与地方自主。

In order to establish and improve the power structure and operation mechanism,China should carry out top level design and overall planning.The reformation strategies of power restriction and supervision could be drawn up as following: to improve the power structure and operation mechanism by using restriction and supervision together,to strengthen the function of People's Congress under the leadership of the Party by coordinating one core and several bodies,to perfect the network of power restriction and supervision by joining the inside and the outside,to standardize means of power restriction and supervision by combining rigidity and flexibility,and to give consideration on both national uniformity and local independence by laying equal stress on longitudinal and transversal power.
