随着知识经济时代的到来和国际经济贸易的发展,知识产权竞争将逐步成为国家之间的主要竞争。知识产权战略则成为一个国家经济发展到特定阶段时所必须实施的发展战略。日本和韩国是知识产权战略运用较为成功的国家,其通过制定知识产权战略,加强对本国知识产权的保护和创新。考察日本和韩国知识产权战略的制定与实施情况,将为新疆乃至我国新一阶段知识产权战略内容的制定和实施提供有力借鉴。在今后的实践中,应注重将知识产权切实上升至战略高度,针对新事物及时完善现行法律制度,发挥知识产权制度在资源分配和利益平衡等方面的作用,同时还应注重企业在实施知识产权战略中的创新主体地位。
