摘要
房屋征收评估是征收补偿的科学依据。由于征收评估中土地使用权价值的体现缺失或隐含,土地使用权价值没有得到足够的重视。为了能真正反映土地使用权在征收中的重要性及土地的潜在增值,在评估中应采取房地分开评估和考虑未来规划产生的土地增值的基本思路,落实这个思路需要立法、政策、信息和专家等方面的支持。
The appraisal of housing levy is the scientific basis of levy compensation. Due to the lack or hide of it in the levy appraisal, the land use rights value has not been taken seriously. In order to show the im- portance of land use rights and the potential added value of land, the land appraisal should be separated from Real estate appraisal, and the Potential added value of land in future should be taken into consideration. These measures should have the support of the legislation, policy, information and experts.
