摘要
风险管理是企业内部控制发展到一定时期的产物,施工项目实施过程中把风险作为主要对象进行全面防控,确保施工项目发展过程中各项措施能够落实到位。所谓施工项目风险即是项目运行过程中可能发生的危险,从项目管理角度看,需要全面控制施工项目风险,才能保证项目能够有效的实施,保证施工项目能够在相应的社会、政治、经济环境下运行,对施工项目提高效益具有重要的作用。施工项目实施过程中需要对管理风险类型进行处理,确保建筑施工项目在生产管理过程中不产生意外不利事件,把各种管理不利因素和事件消除在萌芽状态。施工项目风险防控需要从内部环境角度分析,施工项目在实施过程中如果出现重大的并购和投资失败,施工项目的产业结构调整会出现失误,施工项目在发展过程中会面临内部环境风险问题。施工项目在运行过程中区域承包业务拓展不成功,容易导致成本无法得到弥补的问题,需要进行有效的风险防控,各项风险指标才能符合内部环境的具体要求。施工项目管理风险防控需要和工程施工顺序融合在一起,实现风险的全面辨别。工程设计、工程施工顺利对风险都会产生一定的影响,需要对风险事件的转化条件进行辨识,按照预测风险源的情况进行路线选择。施工风险识别需要以独立的分项工程为辨别单位,辨识过程中需要以动态风险管理为依据。实施过程中按照标段和施工顺利进行风险辨别,确保风险控制更加科学合理。施工项目管理风险防控需要对每个项目进行细化,确保分项工程辨识更加准确。
Risk management appears when the internal control of enterprise develops to a certain degree, it takes risk in the construction project implementation process as the main object of com-prehensive prevention and control, to ensure that the meashres of construction project development process can be carried out. The risk of construction project is the risk may occre inthe process of project operation, from the view of project management, the need for comprehensive control of con-struction project risk can ensure the project be implemented effectively, ensure construction pro-ject be implemented in the corresponding social, political, economic environment, enhance the benefit. The construction project implementation process need to manage risk types, to ensure that the construction project do not produce unexpected adverse events in the production management process, all sorts of unfavorable factors and events eliminate in the bud. Construction project risk prevention and control should be analyzed from the internal environment, in construction project in the implementation process, if there is a significant failure in acquisition and investment of construction project, the adjustment of the industrial structure will occur mistakes, construction projects in developing process will face internal environmental risks. Construction project in the process ofoperation area contract business development is not successful, it can lead to irreparable mistakes, the need for effective prevention and control of risk can make the risk index meet the specific requirements of the internal environment. Management of construction project risk prevention and control should be integrated with construction order, to achieve risk comprehensive discrimination. Engineering design, engineering construction will have acertain impact ontherisk, it needs to identify the transformation condition of risk, to choose the route according to predict risk source. Constructionrisk identificationneeds to take independent project as identified unit, in the process of identification it needs to base on dynamic risk management. The implementation process inaccordancewith section and construction smoothly identify risk, to ensure riskcontrol is more scientific and reasonable. Management of construction project risk prevention and control shouldbe refined for eachitem, to ensure project identificati on are more accurate.
