Research on Allocation of Non-operating State-owned Assets in Health Industry

卫生领域非经营性国有资产是社会主义上层建筑的物质基础,是实现人人享有基本医疗卫生服务健康权益的物质条件;同时,也是卫生领域社会资源配置的重要经济工具。文章比较了国内外卫生领域国有资产配置状况,剖析了我国卫生领域非经营性国有资产配置机制存在的主要问题,探讨完善非经营性国有资产配置机制的基本思路。

Non-operating state-owned assets in health industry are the material base which the socialistic superstructure rely on, and guarantee for ＂ health for all＂ with material supports; meanwhile, as the important economic tool playing the function of resource allocation . The paper compared the allocation situation of state-owned asset in health field at home and abroad, analyzed the current main problems in domestic health industry, and discussed the basic train of thought to improve allocation mechanism of non-operating state-owned assets.
