我国基本医疗保障制度碎片化及其整合研究

Study of Fragmentating and Integrating China’s Basic Medical Security

目的:探索整合我国基本医保制度的对策,为最终建立统一的基本医疗保障制度体系提供有益借鉴。方法:选择广西百色市为个案深入分析其基本医疗保障制度的现状及危害。结果:现行基本医疗保障制度"碎片化"现象比较突出,严重侵蚀了制度的公平性,加剧了城乡矛盾,不利于社会稳定,严重影响到资源的利用效率等。结论:针对我国基本医疗保障制度碎片化现状,提出从明确制度整合路径、提高城镇居民基本医疗保险和新农合的待遇水平、统一行政管理部门、提高统筹层次等方面整合城乡基本医疗保障制度。

Objective： To explore the integration of countermeasure of China＇s basic medical insurance system for the eventual establishment of a unified system of basic medical insurance system to provide a useful reference. Methods： Selecting Guangxi Baise City as a case to analyze its present situation and harm of the basic medical insurance system. Results： China＇s basic medical security system of ＂fragmentation＂ phenomenon is more outstanding, seriously eroding the system＇s fairness, aggravate the contradiction between urban and rural areas, being not conducive to social stability, and seriously affecting the efficiency of resources utilization. Conclusion： According to the fragmentation of basic medical security system, integration path of exploration should be clear, improving the basic medical insurance for urban residents and medical treatment level be improved, administration be unified, and aspects of integration of urban and rural basic medical insurance system be raised.
