农村孕产妇住院分娩补助政策设计与实施现状分析

Status Analysis of the Design and Implementation of Hospital Delivery Subsidy Policy of Rural Pregnant and Lying -in Women

目的:通过系统分析当前农村地区孕产妇住院分娩补助政策设计与实施现状,为相关政策调整与完善提供依据。方法:通过问卷调查和典型地区调研,系统分析各补助政策组织管理和实施方式、方法。结果:各补助政策对促进农村孕产妇住院分娩、减轻产妇家庭经济负担发挥了重要的作用,但管理经办过程仍有进一步调整、完善的空间。结论:各政策本身应努力缩小地区间补助水平差异,政策之间应建立有效的衔接机制。

Objective： Through systematically analyzing the status of the design and implementation of hospital delivery subsidy policy of rural pregnant and lying-in women, provide some support for adjusting and to improve the relevant subsidy policies. Methods： By the field survey and questionnaire, the paper systematically analyzed the organization and management structure and implementation methods on relevant subsidy policies. Results： The relevant subsidy policies promote the pregnant and lying-in women to utilize the hospital delivery services and decrease the maternal family＇s economic burden of disease. But the relevant subsidy policies still need be further adjusted and improved. Conclusions： The subsidy policy itself need reduce the regional difference on the level of subsidy. The relevant policy management department need establish the effective linkage mechanism among different subsidy policies.
