摘要
协调与分工是组织理论中的一对核心问题,两者就像孪生物,在一定时期的专门化之后,协调需求也随之而来。目前,政府内部结构的部门化和专业化已经成为世界各国政府的常态。但是,一方面,与分工成为常态的趋势相反,协调问题被忽视了;另一方面,随着社会事务在数量和复杂程度上的提高,对协调的需求却日益增多。这使政府陷入了"协调悖论"之中,特别是在中国深化行政体制改革的背景下,协调将成为大部门制改革成功的关键。因此,从建国以来中央政府部际协调入手,研究协调在中央政府的历史演进和基本经验,对于理解协调与当前政府机构改革和行政体制改革之间的关系有着重要的启示意义。
Coordination and division of labor is a core issue of the organizational theory, just like twins, after a certain period of specialized, demand of coordination followed. Currently, the departmentalization and specialization of internal structure of government have become norm for govern- ments around the world. However, on the one hand, contrary to the normal trend of the division of labor, the coordination problem is ignored; On the other hand, as the social affairs increased in number and complexity, the need for coordination is increasing. This plunges the government into "coordination paradox", in particular, under the background of the deepening administrative reform in China, the coordination will be the key to establish greater departments successful. Therefore, since the founding of the central government to start inter-ministerial coordination, research coordination in the historical evolution of the central government and the basic experience, has important implications for understanding the relationship between the coordination with government agencies reform and administrative reform.
