“共用品”的正本清源与公共政策——兼论房地产的供给

An Inquiry into the misapprehension of public goods

随着当代中国经济体制改革的不断深入,对中国城市公用事业发展与改革争论日趋激烈。究其原因在于对政府提供产品的性质以及共用品的定义缺乏深刻理解,因而在实际运用时造成一定的混乱。本文运用公共经济学的基本理论对此作较系统的解疑。需要说明的是,本文并非是对共用品的定义进行理论创新,而是理论上的厘清,并就房地产的性质阐述看法。

Along with the socialistic market economy going on, the discussion about development of the Chinese city public utilities, industrialization of the education and health as well as reform of the re- sources tax system is gradually vigorous, but hard to reach a consensus usually. Its reason is that people lack deep comprehension to the property of public goods by provided public utilities and the definition of public goods, as a result its usage lead to disorder actually. This paper makes use of the basic theory of the public economics to give the solution to them systematically. This paper doesnt carry out a theory in- novation to the definition of the public goods, but makes a theoretical clarification about the property of the public goods, then gives some suggestion on the mode to supplying public goods.
