电力机车进入停电区或无网区易发生事故,并对作业人员的安全和铁路设备构成严重威胁。为了避免此类事故的发生,徐州车务段从既有设备条件,人员、设备、规章、管理等方面分析导致电力机车进入停电(无网)区的原因,进而提出加强作业人员培训、完善规章制度、建立安全卡控措施、在作业中发挥互控作用、加强既有设备功能等防止电力机车进入停电(无网)区调车作业的有效措施,并取得良好效果。

When electric locomotive entering the power-cut or non-electrified region, accident is easily occurred and seriously threaten operation staff security and railway equipments. In order to avoid the accident happen, Xuzhou Train Crew Depot analyzes the reason of electric locomotive entering the region from the aspects of existing equipment condition, personnel, facilities, regulation and management, then puts forward the effective measures which could prevent electric locomotive entering power-cut （non-electrified） area and shunting, such as strengthening operation staff training, improving regulations and rules, establishing safety card control measures, exerting inter-control roles on operation and enhancing existing equipment function, all of these measures achieve sound effects.
