关于加强自轮运转特种设备安全管理的探讨

Discussion on Strengthening Safety Management of Self-rolling Special Equipments

自轮运转特种设备运行安全是当前铁路安全管理的一项重要内容,也是工务、供电系统安全管理的难点之一。以上海铁路局为例,通过对自轮运转特种设备安全管理中存在问题的分析,提出建立培训与使用分离的教育体系、实施干部包保和责任追究制度、运用科技手段提升现场执标的监控力度、建立完善的检修体系、健全激励机制、严格路外轨道车辆运行等加强自轮运转特种设备安全管理的建议措施。

Self-rolling special equipment is an important content of current railway safety management, and also one of the difficulties of safety management in permanent way and power supply system. By taking Shanghai Railway Administration as example, through analyzing the problems existing in safety management of self-rolling special equipments, this paper puts forward the suggestions and measures on strengthening safety management of the equipments, such as establishing education system with separation between training and using, implementing cadre overall security system and accountability system, increasing supervision degree of onsite standard performance, establishing improved maintenance system, improving incentive mechanism and strictly regulating non-railway railcar operation, etc.
