新型城镇化引领、新型工业化主导、新型农业现代化奠基,"三化"协调发展的中原经济区建设,人民安居乐业是前提、基础和保障,但战略机遇与战略挑战并存,安保生态需求应未雨绸缪、科学布局,特别是作为中原经济区核心增长极的郑州新区,更是如此。公安机关要不断解放思想,坚持理论联系实际、改革创新求突破,警政理念要立足中原经济区大都市区、变"边缘"为"前沿"、主动先导;科学设置公安机关、搭建警务体制依托;警务原则应体现整体规划便民、具体措施利民;科技强警,推进信息化警务和实战化勤务;警力有限、民力无穷,推进警务社会化;公安工作"一体两翼",警务公开是强警必由之路。
