在清末政府初步创建近代警政的基础上,北洋政府在"划一警制"思想的指导下,对全国警政进行调整,发展和健全了警察制度。纵观其十七年的警政建设,其发展和进步主要表现在建设的主动性、警察法律法规的完善和警察教育体系化等方面,其局限性则主要表现在特殊时期强化了的镇压职能以及所形成的警察、军队与特务的紧密结合,既扭曲了制度本身,也造成了不良影响。

Its limitations mainly manifested in repression functions intensified in special period, bringing about a close combination of the police, the army and the spies. The system was distorted itself, and also caused bad influences.
