受教育权指标构建的基础与框架 被引量:4

摘要 制定指标监控受教育权的实现已经成为国际社会积极倡导并付诸实践的重要努力。受教育权指标的构建必须从国际人权法律文件中寻求合法性来源。可获得性、可准入性、可接受性和可适应性能够准确阐释受教育权的概念和内容,它们是受教育权指标构建的概念框架。结构指标、过程指标和结果指标是国际社会普遍认可的指标分类,它们是受教育权指标构建的类型框架。具体的受教育权指标应该实现概念框架和类型框架的结合。
