A Legal Exploration of Public Participations into Social Administration

浙江省诸暨市是长三角地区发达县市之一,当前正处在大规模城市化建设与产业转型升级时期,在这个过程中相应的社会管理压力也明显上升。在社会管理创新过程中,当前诸暨面临着几对较为复杂的问题:如社会控制与社会自治两种理念如何取舍,条块分割与属地管理两种管理机制如何优化,户籍人口与流动人口间如何融合,民间融资与金融风险如何协调等问题。

Zhuji in Zhejiang Province is one of the advanced cities in the Yangtze River Delta. During its process of large-scale urbanization and industrial transformation and upgrading, the pressure of social administration mounted consequently. Zhuji faces a series of complicated problems： how to balance social control and social autonomy; how to improve residence management system such as managing residence according to their residential places or their birth places; how to help immigrants and local residents live harmoniously; and how to mitigate financial risks of private financing.
