福利制度对欧盟国家债务危机的影响及启示

The Influence of the Welfare System on European Debt Crisis and Its Implications

分别从政府债务、宏观经济和福利制度模式等三个方面考察了欧盟国家福利制度对其国家债务形成的影响,认为福利制度本身不应该成为导致欧盟国家债务危机的主要原因。虽然欧盟国家福利水平普遍较高,但并不是近年来欧盟各国债务迅速扩大的关键因素。其次,福利水平的高低与一国的宏观经济发展和国家竞争力也不存在直接联系,但一国的福利模式与政策指向却能够影响一国的经济发展。最后提出了完善我国社会保障制度的建议。

The paper analyzed the influence of the European welfare system on the formation of the national debt from the three aspects of government debt, macro economy and welfare system mode. The paper held that welfare system was not the main reason for the European debt crisis. Although the European Union member countries all enjoyed a high level of social welfare, it was not the key reason for the debt expansion in the recent years. Moreo- ver, the welfare level didn＇ t have any direct relationship with the development of macro economy and national com- petitiveness of a country. However,the welfare system mode and policy trend could influence the economic develop- ment of the country. In the end, the paper revealed the implication for perfecting the social security system of China.
