西部新建地方本科院校学报提高办刊质量的四大基础建设探析

On the Four Infrastructures Related to the Improvement of Journal Quality in Western Newly-established Four-year University

西部新建地方本科院校的硬实力与软实力与国内其他本科高校相比,仍存在较大差距.要提高这些院校学报的办刊质量,学报编辑部要抓好四大基础建设:一是要做好学报建设发展定位,这是学报提高办刊质量的理论基础;二是要依靠本校科研力量,这是学报提高办刊质量的现实基础;三是要规划好学报为地方经济与社会发展服务的举措,这是学报提高办刊质量的社会基础;四是要培育好"三高"作者群,这是学报提高办刊质量的保障基础.

Compared with the other universities, the hard and soft power of the western newly -established four -year universi- ties is lower. The following four infrastructures should be emphasized to improve the journal quality： its theoretical base is its proper place ; its realistic base is to depend on the research power from its own university ; its society base is to plan the measures of serving the local economy and society progress and the insurance base is to have a good writer group with ＂three highs＂.
