科技重大专项是国家科技发展的重大举措,本文从科研管理人员的角度简要介绍了重大专项的总体概况,分析了专项与其他国家科技计划的区别、组织实施的方式和取得的成绩。"十一五"期间,药物所承担了一批重大专项课题,文中作者谈到对专项课题管理的几点体会,主要包括专项申请的形式、立项评审、经费管理以及课题过程管理等方面存在的问题。并从科研管理人员的角度提出一些建议。

Major science and technology project is a major strategy for national scientific and technological development. This article describes the general overview of the major projects from the point of management staff view. And the difference between this project and other national science and technology projects, the organization, implementation and achievements of major science and technology project are discussed. During the fifteenth five- year period, the Institute of Materia Medica undertakes a number of major projects. This paper talks about our ex- perience in management of major projects, including the problems of application form, project evaluation, financial management, and process management. Some suggestions are made.
