在分析社会体制改革关联度大、涉及面广、系统性强的基础上,提出了社会体制改革的总体框架,分析了具体的实现路径:保障生存权发展权;促进公平正义;协调利益关系;优化公共社会资源配置;构建公共财政体制;加强法制建设;政府社会公民"三位一体"。

On the basis of analyzing the great relevancy,wide coverage and strong systematicness of social system reform,this paper puts forward its overall frame and concrete implementing approaches: guarantee the living and development rights,promote fairness and rightuousness,coordinate the interests relations,optimize the allocation of public social resources,establish a public financial system,strengthen the construction of legal system and advocate the trinity of government,society and citizen.
