The Comparison and Reference Study on Asian Open University Organization Structure

组织结构研究一直是组织研究领域中的核心问题。在高等教育领域,大学的组织结构被认为是影响大学组织运行与发展的重要因素。开放大学的组织结构是指开放大学在组织定位的引领下,在职责职权等方面分工协作的体系,具体包括开放大学组织的分工形式、层次等级、分校组织架构、权力划分、协作机制等内容。从国际比较的视角来看,亚洲7所开放大学在组织定位、组织环境、组织特征、组织架构等方面表现出诸多共性。由于所处环境、文化、背景等方面的差异,亚洲7所开放大学在分校组织构架、内部治理模式、学科组合方式、行政权力与学术权力配置方面存在一定差异。目前我国开放大学建设已进入实质阶段,探讨和解决开放大学的体制机制等问题已是不争事实,这首先需要从组织结构层面对开放大学进行重新调整和完善。我国开放大学应充分立足本国国情,借鉴国际经验,在组织环境方面加快终身教育立法进程,在分校组织架构方面强调分权管理和合作共赢,在内部治理结构方面注重学术权力与行政权力相互制衡,在学科组合方式上探索多种模式。

Organization structure research has been the core concern of organization researches. In the field of higher education, university organization structure has been considered as an important element to influence the operation and development of universities. The definition of Open University organization structure refers to its system of division and cooperation in terms of duty and power under the guidance of organization position, including labor division, level hierarchy, organization structure of branch campuses, power division and cooperation mechanism. From the international comparison perspective, the 7 Open Universities in Asia share many common features in organization position, organization circumstance, organization character, organization structure. Due to the differences among the environment, culture, background, the 7 universities differ from each other in organization structure of branch campuses, interior governance, subject combination model and power allocation between administration and academy. It is inevitable to probe into and solve the issues of Open University system when the construction of Open University in China has entered into the essential stage. The organization structure of Open University should be readjusted and improved. The construction of Open University of China should base itself on Chinese conditions and use international experience for reference. We should accelerate the process of life-long education legislation in organization circumstance, stress decentralization management and cooperation in organization structure of branch campuses, emphasize power mutual restriction between academy and administration in interior governance, and explore the various patterns of subject combination models.
