Combining with the concept and developing mode of new city, the paper analyzes problems existing in new city building, specifically describes the new Xidong city planning-drafting concept and system with new Xidong city as an example, and points out matters needing attention in drafting process, with a view to promote the sound development by applying scientific and effective city planning and control methods.
