The change of the planned economic structure into the socialist market econmic structure is a deep-going and difficult reform. Practice shows that if this change is to be realized smoothly and in an all-round way,the most important thing will depend on whether the governments at all levels can administrate in conformity with legal provisions.Adherence to and further improvement of administration in conformity with legal provisions is the most effective method to promote this reform,the key to make socialist market economy soundly operate,and also the urgent demand of cultivating socialist politics with Chinese characteristics.
