摘要
国有企业进行战略性改组的指导思想是:区别不同情况,分类改组,改组的措施应由“抓大放小”转变为“抓重点,放一般”。
The guideline of SOE's strategic restructuring is to restructure according to different situations. There should be alteration of restructuring measures from invigorating large enterprises while relaxing control over small ones to invigorating essential enterprises and relaxing control over minor ones.
